SUBJECT: Formal Determination of Genocidal Acts in El-Fasher, Darfur
I. STATEMENT OF INTENT
The Global Human Rights Taskforce (GHRTF) hereby formally adopts the findings of the UN Fact-Finding Mission (FFM) regarding the siege and fall of El-Fasher. Based on our independent field data and the corroboration of international observers, the GHRTF concludes that the actions of the Rapid Support Forces (RSF) meet the criteria for Genocide as defined under the 1948 Genocide Convention.
II. DOCUMENTED GENOCIDAL ACTS
The GHRTF identifies three specific pillars of the RSF campaign that constitute genocide:
1. Killing Members of a Protected Group
Evidence from the October 2025 massacre in El-Fasher confirms the systematic execution of at least 6,000 civilians. Victims were identified by their ethnic affiliation (Zaghawa and Fur). The GHRTF has documented the use of "kill zones" at the city's perimeter, where fleeing families were intercepted and executed.
2. Deliberate Infliction of Conditions Calculated to Destroy
The 18-month siege of El-Fasher was a weaponized famine. By blocking 90% of humanitarian aid and destroying the city’s water infrastructure, the RSF deliberately created an environment where survival was impossible. This "slow-motion execution" is a hallmark of genocidal intent.
3. Systematic Sexual Violence and Abduction
The GHRTF remains gravely concerned regarding the 150,000 missing persons. Field reports indicate a coordinated campaign of sexual violence used as a tool of ethnic cleansing. Furthermore, the conversion of the El-Fasher Children’s Hospital into a military detention center represents a severe violation of the rights of the child and a strategic effort to eliminate the next generation of the targeted groups.
III. THE IDEOLOGICAL FOUNDATION: DISMANTLING EXTREMISM
The GHRTF reinforces its standing position: This genocide is not a byproduct of war, but the result of unchecked religious and ethnic extremism.
The Rhetoric: RSF commanders have been recorded utilizing "sacred" justifications for the eradication of non-Arab populations.
The Solution: We maintain that global peace and security depend on the systemic dismantling of these religious-political agendas. The international community must stop treating this as a civil war and start treating it as a criminal enterprise fueled by extremist dogma.
