Taskforce Puts Israel, Gaza, and the West Bank at Level 4: Do Not Travel

The Global Human Rights Taskforce has issued a special report on Gaza and a Level 4 Do Not Travel advisory covering Israel, Gaza, and the occupied West Bank, including East Jerusalem.
The advisory is the Taskforce's own. It is not a government notice. The report sets out a four-level scale first, then applies it. Level 4 is triggered by active war among civilians, mass killing, siege or starvation, mass displacement, hostage-taking, collapsed hospitals and water, binding court orders that have not stopped the harm, or criminal warrants against people who held command. The Taskforce says this file meets those tests.
The report does not pretend the World Court has already ruled that genocide is proved. In South Africa v. Israel, the International Court of Justice found that Palestinians in Gaza have rights under the 1948 Genocide Convention that face a real and imminent risk of irreparable harm. It issued three provisional-measures orders, still in force, requiring Israel to prevent genocidal acts, allow aid, and preserve evidence. The merits calendar now runs to 2029.
By mid-2026, figures used by United Nations offices put about 73,000 Palestinians killed and about 173,000 injured in Gaza since 7 October 2023. A ceasefire announced on 10 October 2025 did not end the dying. Most of Gaza's 2.1 million people have been displaced. Restricted zones cover about 65 percent of the Strip. WHO has said no hospital is fully operational.
The report starts the war where the war started. On 7 October 2023 Hamas and other armed groups murdered about 1,200 people in Israel, most of them civilians, and took hostages. The International Criminal Court issued warrants over that massacre and also issued warrants for Israeli Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant on reasonable grounds of starvation as a method of warfare and crimes against humanity. Warrants are not convictions. They are not nothing.
In the West Bank, including East Jerusalem, OCHA recorded more than 1,100 Palestinians killed from 7 October 2023 through June 2026, at least 242 of them children.
The Taskforce calls on states to treat the ICJ orders as law, demand a ceasefire that stops the killing of civilians and returns hostages and remains, support the ICC on every side of the case, target officials who order starvation or block relief, and drop the double standard.
President Joseph Bonner, signing the report: the destruction of Gaza is a crime scene. The duty to prevent is in force now. States that look away are not neutral.
