Global Human Rights Taskforce | 2026 Situation Report
The United Nations Human Rights Council concluded its sixty-third regular session in Geneva on 7 October 2026. According to the official press release issued by the United Nations Office at Geneva, the Council adopted 34 resolutions, two decisions and one president's statement during the session, which ran from 7 September to 7 October 2026.
The Global Human Rights Taskforce (GHRTF) is publishing this summary of the session's main outcomes, drawn from official United Nations records, so that readers can follow how the international human rights system is responding to situations around the world.
A Session in Numbers
Presenting the session report, Council Vice-President and Rapporteur Marcos Gómez Martínez said that, in addition to the adopted texts, the Council held 39 interactive dialogues, four enhanced interactive dialogues and six panel discussions, according to the UN Geneva press release.
The Universal Rights Group, a Geneva-based think tank that monitors the Council, reported that 27 of the 37 adopted texts were adopted by consensus and 10 by recorded vote, with none rejected.
Sudan: Fact-Finding Mission Extended
In resolution A/HRC/63/L.26, titled Responding to the human rights and humanitarian crisis caused by the ongoing armed conflict in the Sudan, the Council extended the mandate of the independent international fact-finding mission for the Sudan for one year. The resolution was adopted by a recorded vote of 28 in favour, 10 against and 9 abstentions, according to the UN Geneva record.
The resolution requests the mission to provide an oral update at the Council's sixty-fifth session and a comprehensive report at its sixty-sixth session, and to present that report to the General Assembly at its eighty-second session.
Afghanistan: Focus on Women, Girls and the Justice System
In resolution A/HRC/63/L.8, adopted without a vote, the Council extended the mandate of the Special Rapporteur on the situation of human rights in Afghanistan for one year. It requested an oral update on the situation of women and girls at the sixty-fifth session and a study on the human rights situation of minorities in Afghanistan.
The Council also asked the Office of the High Commissioner for Human Rights to present, at the sixty-fourth session, a comprehensive report on the impact of what the resolution describes as the Taliban's dismantling and replacement of Afghanistan's legal and judicial framework.
Other Country Mandates
According to the UN Geneva press release, the Council also took the following actions on country situations:
Extended for one year the mandates of the Special Rapporteurs on the Russian Federation and on Burundi;
Extended for two years the independent international fact-finding mission on the Bolivarian Republic of Venezuela;
Extended for one year the mandate of the Independent Expert on the Central African Republic; and
Adopted technical assistance resolutions concerning the Democratic Republic of the Congo, Georgia, the Marshall Islands and Yemen.
New Thematic Texts: Artificial Intelligence and Children's Nutrition
New resolutions adopted at this session addressed the implications of artificial intelligence for the promotion and protection of human rights, and international cooperation to protect the rights of women and girls in the context of digital technologies. The Council also adopted a new resolution on enhancing equal access of children to adequate nutritious food.
The Council renewed eight thematic mandates for three years, including the Working Group on Enforced or Involuntary Disappearances, the Working Group of Experts on People of African Descent and the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence.
Universal Periodic Review Outcomes
The Council adopted the Universal Periodic Review outcomes of 14 States: Belgium, Denmark, Estonia, Latvia, Mozambique, Namibia, Niger, Palau, Paraguay, Seychelles, Sierra Leone, Singapore, Solomon Islands and Somalia.
The Universal Rights Group reported that the Council could not adopt Nicaragua's review outcome because Nicaragua continues to disengage from the Council. The Council separately adopted a decision regarding the continued non-cooperation of a State under review with the Universal Periodic Review mechanism.
Why GHRTF Is Publishing This Report
The mission of the Global Human Rights Taskforce is to document human rights concerns, elevate credible evidence and encourage accountability and protection of fundamental rights.
The decisions of the Human Rights Council determine which situations receive continued independent scrutiny and reporting. This summary relies on official United Nations records and recognized independent monitoring, and does not take a position on the votes of individual States.
The Council's sixty-fourth regular session is expected to take place from 22 February to 2 April 2027. GHRTF will continue to monitor the mandates renewed at this session and report on their findings.
